It is perfectly legal to use a motor vehicle capable of exceeding the the speed limit as long as you don't exceed that limit.The same case does not apply to electrically assisted bicycles and tricycles.Once capable of over 15mph under power it legally becomes a motor vehicle subject to Construction & Use regulations.

True - however it would be good fun on a Santa pod run or any track events but sadly very much over priced - the law is different in many countries with pedelec rules coming into play in most european countries apart from in our fair land - to summarize :

I dont think this "Quest" necessarily has electric assist , so it's speed is irrelevant as it doesn't fall under pedelec regulations. I could be wrong but I think an electric motor is an option but not standard fitment ?
