Frony wheel cover

This maybe a silly question but why has the front wheel cover got 4 clips when only 2 fix to the forks?

Universal fitment , the components are not "side specific" which makes manufacturing easier - it also means you cant put the wheelcover on upside down coz it fits both ways (although people do put them on back-to-front...)
